The International Energy Agency (IEA) is an intergovernmental organisation committed to advancing security of energy supply, economic growth and environmental sustainability through energy policy co-operation. The IEA operates as an autonomous body within the framework of the Organisation for Economic Co-operation and Development.
The IEA Communications and Digital Office is looking for a backend web developer who will be in charge of developing new web services, databases and APIs, helping co-ordinate technical integration, and ensuring quality control. Working closely with other web development and data management colleagues, as well as outside contractors, the developer will help to make IEA data more accessible and easier to interact with through robust services and APIs, and will support continued backend development on the new IEA website being launched in 2019. The successful candidate will also provide co-ordination across the IEA on these points, working in a small, dynamic team in a multi-cultural environment.
Main Responsibilities
Design, develop and update web services and databases, with a particular focus on making IEA data consumable by websites and frontend web applications. Provide solutions for the optimisation and enhancement of new and existing APIs and applications in terms of architecture, security, performance, scalability and extensibility. Support backend development on the IEA’s new Laravel-based content management system to add or enhance features as needed. Carry out the technical design, development, testing, implementation and maintenance of new and existing APIs, databases, tools and other backend applications. Assist with supporting and maintaining the server and database infrastructure of the IEA website and backend applications and liaise with IEA IT unit (ISU) on IT infrastructure requirements. Monitor and analyse platform quality and usage, detect anomalies, analyse usage trends and anticipate requirements to ensure optimum system performance and application evolution. Ensure work adheres to best practice and in-house guidelines and standards. Produce documentation of all code.
Ideal Candidate Profile
Academic Background
A university degree, preferably in relevant disciplines, such as computer sciences, information technology or related fields.
Professional Background
Proven experience of technical web development with a particular focus on backend/server-side technologies, content management systems and web service and API design. Familiarity with a MVC web framework and modern frontend development processes, approaches and tooling or a “full-stack” development background would be an advantage.
Tools Modern PHP, Laravel framework and related tooling (e.g. Composer). Experience with a relational database such as PostgreSQL, MySQL or SQL Server, and with query and procedural languages like SQL, PL/pgSQL or T-SQL. Familiarity with data modelling concepts (dimensions, facts, star-schema) is an adventage. Windows/IIS server environment, experience with Azure an adventage. Experience with server-side rendering of Vue/React/Highcharts an edventage. Knowledge of other languages such as Python, C#, server-side JavaScript (Node.js), Ruby, or R is desireable but not essential.
Languages Fluency in one of the two OECD official languages (English and French) and knowledge of the other, with a commitment to reach a good working level. Knowledge of other language(s) would be an advantage.

Contract Duration Temporary opening until 31 December, 2019 (approx’ 8 months).
What the OECD offers Monthly base salary starting from 4,000 EUR.
