Division: Technology Management Services (TMS)

The role as Head of TMS France

Be a trusted advisor for IT and non-IT partners, by constantly following & facilitating internal needs, whilst incorporating external best practices and industry standards where relevant and applicable to Euroclear.
Supports the organization in meeting our IT objectives aligned with our corporate objectives 
Develops effective relationships / processes / system with business units, divisions or groups of users, and uses influence for transversal alignment across the organisation. Ensures required services are identified, developed and sustained to the satisfaction of the business unit/division.  
Identifies gaps in processes and actively looks for efficient solutions, simplification and/or industrialization in collaboration with IT Divisions and non-IT partners to ensure value delivery by the process where CIO Management Office activities & processes:  

Technology Business Management (TBM)Provides actionable financial information and advises to Technology decision makers, Finance and business leaders.  

Portfolio Management:  Ensure a strong alignment of the IT investments with the CSD Strategic and (Group) Business Objectives & transparency on the decisions taken and costs. Run GTSC/Portfolio governance. 

IT Sourcing Strategy: Steer Sourcing Strategy for all IT organisation (Sourcing and Vendor Management, Licence and Software Asset Management, Request and Order Center of Excellence) 

People and Communication: Supports the IT Divisions as trusted partner and advisor on key people topics & IT communication. 

Partner Relationship Management: Manage Business – IT Relationship & Service Agreements, including quarterly service performance reviews and review of the yearly Service Delivery Plan, in close collaboration with the Service & Business Relationship Managers in IT. 

Transformation Office: Facilitate transparency for IT transformation delivery, communicate and report on IT transformation and its progress, give the pace to increase impact of the IT transformation for long-term outcome. 

UK & France: Local representative of all activities, act as a relay of global team, can manage local specific activities on demand 

TMS France

Manages a subset of a large organizational unit, having a direct and controlling impact on the results of this sub-unit, with accountability for the tactical direction and medium term planning (6 months to 2 years) of the activities required to achieve these results. Decision-making involves the use of judgment within the scope of the defined strategy.
Adapts and refines standard services to satisfy specific local needs.
Presents the Global IT People Agenda (Program related to people) to the IT France country and supports and advises as required.
Coordinates the use of internal personnel and vendor support to provide good levels of troubleshooting, maintenance, and efficient end-user support.
Manage the Process framework for all IT.

Role as a manager

You manage careers (continuous feedback, yearly objectives & performance dialogue on time, career path, training plan).
You ensure a risk mindset is in the DNA of the team (mandatory trainings, audit, I-Tracks completed on time, security rules respected).
You promote collaboration and communicate on teams' activities.
You manage the delivery of the team, build and respect the budget)

Skills expected 

Complexity & problem solving: Handles standard & non-standard situations with a medium level of uncertainty, covering multiple and new domains of expertise
Decision making: Uses sound judgment to take decisions within the operational domain. Fosters the development of new/improved procedures and methods within the own operational domain
Strategic approach/impact:
Masters the delivery process and continuously looks for improvements to evolve own domain of responsibility.
Drives the medium term evolution and looks how actions and decisions can impact on a longer term. Leads the change process at the implementation level
Stakeholders' management:
Builds network of internal relationships across the organisation to deliver across domains.  Uses persuasion and influencing skills to get required support. Upon request deals with external stakeholders or regulators as appropriate
Autonomously deals with tensions and disputes, looking for consensus and benefit for the company
Autonomy & Leadership: Works autonomously on a large domain.  Works within clearly defined (periodic) targets, with full responsibility of delivery.  Provides regular feedback to management on objectives acheivements. Has full autonomy on the decisions to be taken about a  set of products / services / solutions / applications under ones own responsibility
