Role
Contribute to Technology & Operations France (T&OF) payment solution design for Local value-added services projects in accordance with the needs expressed by internal and external users impacting the Visa France Infocentre and Extranet Infobleu.com.
These Back-Office systems concentrate the BIN/Payment data repository and related transactions data provided by Local Value-added services (French Visa Access Point, Digital payment services, e-Carte Bleue, ACS, Fraud Management solutions) as well as Edit Package and French Card Information systems.
Contribute to new Technology payment solutions design, based on French market opportunities and customer needs for specific solutions facilitating the integration of global Visa services.
Mission
- Report to the Service Design Director.
- Collaborate with the Technical Product Managers of the Service Design team.
- Coordinate cross-teams projects by managing technology projects planning and providing cross-team support all along the project phases.
- Write High Level and Detailed Business Requirements and ensure that the architecture takes into account the Technology and Operations technical guidelines.
- Perform functional acceptance tests, according to tests plans validated with the different stakeholders in the projects.
- Ensure the compliance of the Service Design activities and the security of solution design in terms of processing and Technology (eg. Visa Key Controls, PCI-DSS, GDPR...).
- Assess the operational and regulatory changes impacts on the T&OF services and related solutions (Visa Business Enhancement Releases, other market entity requirements, European banking association regulation...), provide expertise, and support when appropriate.
- Contribute to the development and management of the service contracts, in the context of client onboarding to the Local Value-Added Services and client billing.
- Contribute to anticipate possible adaptations of the T&OF solutions to integrate and to develop new services.
- Contribute to the business/technology relationship with the Client (commercial proposal, solution scope definition workshops, assist the clients all along the project starting from the solution scope definition up to the commercial launch...).
- Analyze and contribute to the communication related to the impacts of the Visa Business Enhancements on the T&OF solutions/services and the French card reference tables managed by FrenchSys.

- All departments of the T&OF direction, including the IT Build, Back-Office Operations, Front Office & Fraud Operations, Architecture Systems and Network, Business Intelligence.
- All the Visa departments for internal support or contribution to the Local Value-Added Services activity, in particular Client Services, Sales, Product, Legal.
External interactions
- Financial Institutions.
- Service providers and processors (Worldline, Orange...).
- FrenchSys (FCIS and CBAE/CB2A) for interoperability purposes.
This is a hybrid position. Hybrid employees can alternate time between both remote and office. Employees in hybrid roles are expected to work from the office two days a week, Tuesdays and Wednesdays with a general guidepost of being in the office 50% of the time based on business needs.
Basic Qualifications
- Relevant work experience with a Bachelors Degree, an Advanced degree (e.g. Masters, MBA, JD, MD) or a PhD.
- Experience in a financial services IS management.
- Complex or multidisciplinary project management and client relationship experience.
- Must BE based in the Paris region (or committed to move to Paris region if selected).
Preferred Qualifications
- French language (mother tongue or bilingual).
- Expertise in the electronic payment ecosystem.
- Expertise in high level and detailed business requirements specifications including data models.
- Expertise in card/payment data (schemes repositories, MEFCIS, card/payment data information relevant for issuers and acquirers, BIN management).
- Good knowledge or understanding of the requirements and standards for the security of payment systems (PCI-DSS, etc.).
- Good knowledge in card payment transactions protocols and flows (digital/card acceptance, acquiring, authorization, fraud management, clearing and settlement, international and/or domestic schemes).
- Experienced in technology design of new solutions.
- Experienced in Business Intelligence and analytics platforms.
- Experienced in intranet/ extranet Graphic User Interface design.
- Good professional English level.
- Strong organizational and coordination skills.
