ROLE OF THE DIRECTORATE EUROPEAN CIVIL-MILITARY AVIATION
The Directorate European Civil-Military Aviation (DECMA) is responsible for proposing, coordinating and supporting with top-level civil and military ATM expertise the evolution of European ATM. It is responsible for civil-military and military-military ATM coordination. It fosters the pan-European implementation of the Single Sky, and related policies to enhance ATM efficeincy in Europe. It is in charge of providing impartial and independent performance assessment for European ATM.
ROLE OF THE R&D AND SESAR CONTRIBUTION MANAGEMENT DIVISION
Within DECMA, the RDS Division is responsible for: Leading and managing all Agency R&D activities aligned to the strategy of the Agency and contributing to the ATM EU research (e.g. contribution to H2020 collaborative research); and leading and managing EUROCONTROL’s contribution to the SESAR Joint Undertaking ensuring that the Agency contribution to the SJU is delivered on schedule, within the agreed budget and resources and in full compliance with the Agreement between the SESAR Joint Undertaking and EUROCONTROL.
The Contribution Management Team (CMT) ensures proper management of the R&D programmes.
The Airport Research Unit (APT) is one of the six units responsible for delivering the Agency contribution to the SESAR and other work programme. Its scope covers Agency airport research, development and deployment activities, covering enterprise architecture, integrated tower working positions, surface movement, runway throughput and total airport management. APT works in close partnership with SESAR partners, European and international organisations, airports and air navigation service providers as well participating in international working groups including ICAO.
APT plays a key role in concept validation through the development and exploitation of models and real time simulation together with live data collection.
Two of the SESAR industrial and research validation projects managed by the APT Unit are project PJ02 "Runway throughput" and PJ04 "Total Airport Management".
The first one addresses all aspects of airport runway throughput with specific focus on separation management taking account of aircraft performance, wake vortex, runway occupancy, weather and new concepts to increase throughput and improve environmental aspects such as noise and emissions.
The second one focuses on the collaborative approach to airport opeartions based on a "cycle" of performance planning, execution, and monitoring with the loop being closed through post-operations analysis.
The jobholders will be integrated in the team, responsible for performing analysis, validation, execution and reporting of concept development and supporting deployment. They will undertake innovative studies in the area of data analytics, including machine and deep learning and AI, as a means of exploiting historical data to identify performance issues and performance improvements including automation, to adress runway throughput or Airport Management challenges.

JOB RESPONSIBILITIES

The successful candidates will be responsible in either Airport Runway or Airport Management (TAM) domain for :
performing research activities;
leading or supporting R&D concept development, validation and deployment (defining scenarios, use cases, validation objectives, undertaking execution and performing analysis) with internal and external stakeholders
analysing historical airport data (MET, radar) and/or Network data for refining future concept solutions .
leading or supporting development activity for the requirement capture and development of appropriate analytical or data driven/ AI related tools;
analysing impact of solutions and related capacity benefits for target European airports;
analysing post-deployment data supporting safety monitoring after implementation of new concepts;
capture of requirements and guidance, and supporting regulation and standardisation process activities;
undertaking site analysis and refining research results to support implementation;
disseminate research findings through scientific papers, presentations and communication activities;
performing any other task in line with the main purpose of the job.

REQUIRED PROFILE

Completed university studies of at least 5 years in a relevant domain (e.g. Engineering, Computing Science, etc.) or equivalent professional experience. At least 3 years of relevant professional experience, up to 4 years of experience including traineeships, preferably in ATC, Airport or aeronautical domain. Excellent understanding of analytics, machine learning and programming skills (e.g Matlab). Experience in working on projects with diverse stakeholders. Previous experience in System Engineering would be an asset. Ability to write academic papers for conference and to present to internal and external audiences. Analytical thinking: Identifies critical relationships. Problem-solving: Anticipates and solves business issues. Communication: Organises and expresses information and ideas effectively. Networking: Maintains positive, productive working relationships. Flexibility: Adapts methods, attitudes and approach appropriately to fit the circumstances. Ability to work in a multinational and multicultural environment. Professional conduct in line with the corporate behaviours of the Agency, i.e. result-driven, readiness to change, customer focus, integrity and team-player approach. The working languages of the Agency are English and French. For this post thorough knowledge of English (oral/written) and a satisfactory knowledge of French to the extent necessary for the performance of the described duties.

ADDITIONAL INFORMATION

An initial selection will be made by a Selection Committee on the basis of the candidates' qualifications and experience. Thereafter, those candidates considered suitable may be invited to assessment and interviews.

Agency staff subject to the Staff Regulations governing officials, the General Conditions of Employment governing servants at the Maastricht Upper Area Control Centre, or the Conditions of Employment of Contract Staff are considered internal candidates. At the closing date of the notice of competition, internal candidates must have completed their probationary period. The selected candidate will be offered a contract of three years pursuant to the provisions of the Conditions of Employment of Contract Staff at EUROCONTROL. The contract may be renewed once for a fixed period of not more than three years. Before being confirmed in the post, he/she will be required to work probationary period of 9 months. This notice may be used for the recruitment of similar posts, for a period of one year following the establishment of the reserve list. The selected candidate will be engaged in principle at the basic grade of the advertised job bracket. The generic post is: Project Manager Specialist.
