ROLE OF THE DIRECTORATE EUROPEAN CIVIL-MILITARY AVIATION
The Directorate European Civil-Military Aviation (DECMA) is responsible for proposing, coordinating and supporting with top-level civil and military ATM expertise the evolution of European ATM. It is responsible for civil-military and military-military ATM coordination. It fosters the pan-European implementation of the Single Sky, and related policies to enhance ATM efficeincy in Europe. It is in charge of providing impartial and independent performance assessment for European ATM.
ROLE OF THE R&D AND SESAR CONTRIBUTION MANAGEMENT DIVISION
Within DECMA, the RDS Division is responsible for: Leading and managing all Agency R&D activities aligned to the strategy of the Agency and contributing to the ATM EU research (e.g. contribution to H2020 collaborative research); and leading and managing EUROCONTROL’s contribution to the SESAR Joint Undertaking ensuring that the Agency contribution to the SJU is delivered on schedule, within the agreed budget and resources and in full compliance with the Agreement between the SESAR Joint Undertaking and EUROCONTROL.
The Contribution Management Team (CMT) ensures proper management of the R&D programmes.
The NET unit is one of the six units responsible to deliver the Agency contribution to the SESAR Work Programme. Its scope covers all Agency research and development activities related to the evolution of the Network Management function and the Flight/Wing Operations Centres. NET is working in close partnership with the Network Manager Directorate, to foster synergies and consistency between Research & Development activities pertinent to the Network Management function and the role of NMD as the Single European Sky II Network Manager, inclusive of its deployment responsibilities within the overall SES II regulatory framework pertinent to Deployment Management.
One of the SESAR projects managed by the NET unit is the project PJ09 Advanced DCB, it is addressing the performance driven balancing of traffic demand and ATM capacity in a collaborative process with all ATM stakeholders and Airspace Users involved. In this context, PJ09 acts as a bridge function between a number of S2020 projects ensuring effective networking of local Airspace Users and ATM planning functionalities in the SESAR 2020 horizon.
We are looking for a Data scientist that will help us discover the information hidden in vast amounts of operational Air Traffic Flow Management data, and help us design smarter data driven operational solutions. The primary focus will be in applying data mining and machine learning techniques, doing statistical analysis and building high quality prediction systems.

JOB RESPONSIBILITIES

The successful candidate will be responsible for: designing and implementing new machine/deep-learning algorithms and strategies. data mining using state-of-the-art methods enhancing data collection procedures to include information that is relevant for building analytic systems. processing, cleansing and verifying the integrity of data used for analysis. doing ad-hoc analysis and presenting results in a clear manner. developing processes and tools to monitor and analyse model performance and data accuracy working with stakeholders throughout the organisation to identify opportunities for leveraging EUROCONTROL to drive Research& Development solutions. performing any other task in line with the main purpose of the job.

REQUIRED PROFILE

Completed university studies of at least 5 years in a relevant domain (e.g. Mathematics, Computing Science, etc.) Professional training in machine learning and/or in Big data. In addition, minimum 1 to 3 years of relevant professional experience in machine learning techniques, up to 4 years of experience including traineeships. Experience in aviation domain, in particular ATFCM would be considered as an extra asset. Excellent understanding of a variety of machine learning techniques (clustering, decision tree learning, artificial neural networks, etc) and their real-world advantages/drawbacks. Experience with common data science toolkits such as R, Python, Weka, MatLab, etc. Excellence in at least one of these is highly desirable Experience with data visualisation tools such as D3, GGplot, Tableau etc. Good applied statistics skills, such as distributions, statistical testing, regression, etc. Good scripting and programming skills (Java) Analytical thinking: Identifies critical relationships. Problem-solving: Anticipates and solves business issues. Communication: Organises and expresses information and ideas effectively. Networking: Maintains positive, productive working relationships. Flexibility: Adapts methods, attitudes and approach appropriately to fit the circumstances. Ability to work in a multinational and multicultural environment. Professional conduct in line with the corporate behaviours of the Agency, i.e. result-driven, readiness to change, customer focus, integrity and team-player approach. The working languages of the Agency are English and French. For this post thorough knowledge of English (oral/written) and a satisfactory knowledge of French to the extent necessary for the performance of the described duties.

ADDITIONAL INFORMATION

An initial selection will be made by a Selection Committee on the basis of the candidates' qualifications and experience. Thereafter, those candidates considered suitable may be invited to assessment and interviews.

The selected candidate will be offered a contract of three years pursuant to the provisions of the Conditions of Employment of Contract Staff at EUROCONTROL. The contract may be renewed once for a fixed period of not more than three years. Before being confirmed in the post, he/she will be required to work probationary period of 9 months.
